By mid-January 2019, the investigative phase was effectively over as Democrats took control of the House. But two years of Republican-controlled congressional investigation had revealed:
✓ The Steele dossier was funded by Clinton, based on Russian sources, and largely false
✓ The FBI knew it was unverified but used it anyway to get FISA warrants
✓ The FBI misled the FISA court about the dossier’s sourcing and credibility
✓ Leaks and circular reporting were used to create the appearance of corroboration
✓ The Clinton investigation was predetermined, with the exoneration drafted before completion
✓ Clinton witnesses received preferential treatment while Trump associates faced aggressive prosecution
✓ Senior FBI officials harbored political animus against Trump
✓ The FBI opened an investigation into Trump with “no real evidence”
✓ Evidence of investigator misconduct had been destroyed or hidden
But would anyone face consequences?

House Oversight Committee members sent a memo revealing that James Baker, the FBI’s former general counsel, was under criminal investigation for leaking classified information to the media.
